About Us

Underwood General Engineering & Environmental Consultant Services, Inc. ("UGE-ECS, Inc.") was founded in 1982. The firm began as an occupational health and safety consulting firm and has progressed to a full-service environmental and construction management organization and environmental engineering, specializing in underground storage tanks and hazardous materials removal, remediation and assessments. Ms. Espie-Underwood, president of the firm, has been a leader in the OSHA consulting field since 1970. UGE-ECS is woman/minority-owned, MBE/WBE/SDB/SBE/WOBE and is certified with MWD (Metropolitan Water District-LA) Minority Business Development Agency, Los Angeles Community Colleges, Port of Long Beach, Port of Los Angeles, Los Angeles Unified School District, San Diego County Water District, CBE (Community Business Enterprise), DGS (Department of General Services, CUCP (California Unified Certification Program) and SBA (US Small Business Administration) UGE-ECS is HUB Zone Certified, Section 3 HUD Contractor and is a graduate of the SBA 8(a) program.

UGE & ECS, Inc. is a multi-disciplinary environmental engineer and consulting firm headquartered in Southern California, providing services throughout the United States and internationally. UGE & ECS, Inc. staff includes experienced professionals and support personnel providing services in federal program management, major project control, occupational health and safety, industrial hygiene, and hazardous materials abatement and training.

UGE & ECS, Inc. has participated in all aspects of initial site evaluations, including Phase I, II and III assessments, site discovery, background investigations, confirmation studies, and hazard rankings. UGE & ECS, Inc. has extensive experience investigating sites where poor housekeeping practices and improper containment has resulted in environmental contamination. UGE & ECS, Inc. has conducted preliminary assessments at a wide variety of government facilities and buried drum sites. The firms' involvement in conducting preliminary assessments includes a wide range of contaminants released to air, surface, subsurface soils, surface water and ground water.

Ms. Underwood has been in the environmental engineering industry since graduating from college in 1972. Below is her educational background. Ms. Underwood has been in the environmental health and safety industry since the OSH Act was signed into law by President Nixon, December 29, 1970, known as the William & Steiger Act.
